Nobody from the national or international offices keep track of each boxers record. Boxing is a lot of different promotional companies so you have way more fighters to look at.
There are tons of fighters with bad records but you don't really see them because they aren't a huge name. Huge names are usually people with good records and those are probably the only boxers you will see if you don't follow boxing.
